Beyond the technology challenge
From intelligent weapons and autonomous platforms to AI-enabled decision support and multi-domain operations, defence organisations are increasingly expected to exploit autonomous capabilities to deliver operational advantage.
Yet while the technology continues to evolve rapidly, the frameworks needed to assure its safe, ethical and effective deployment are struggling to keep pace. The challenge facing programme leaders today centres around whether sufficient confidence can be established to reassure risk holders e.g. Responsible AI Safety Officers (RAISOs) and Duty Holders etc. to justify their deployment in complex operational environments.
Regulation is lagging behind innovation
Defence organisations are operating in an environment where regulatory expectations, certification approaches and assurance methodologies are still emerging. Waiting for perfect standards is often not a viable option when capability demands are immediate and strategic competitors are moving quickly.
This creates a difficult dilemma for decision-makers: how much evidence is enough to support deployment? Who owns the operational responsibility risk when autonomous systems make independent decisions? How can confidence be demonstrated when system behaviour may vary depending on context, data or operational environment?
Trust < "Justified confidence"
The conversation around autonomy is often framed in terms of trust, but operational decision-making demands something more tangible. Defence organisations aren’t looking to place “blind trust” in autonomous systems – there is always a degree of technical risk to manage; instead, they’re looking for evidence-based confidence that systems will perform reliably within understood boundaries and under foreseeable conditions.
Our approach focuses on generating, assessing and communicating evidence. It seeks to answer fundamental questions about system behaviour, limitations, performance and risk. Rather than attempting to eliminate uncertainty entirely, our Assured Autonomy capability provides a structured approach for understanding uncertainty and making informed decisions in its presence. We aim to enable capability leaders to move from optimism and assumption to defensible confidence.
Maintaining operational responsibility
As systems become increasingly autonomous, questions of responsibility become more important. Autonomous technologies can create a perceived gap between system actions and human accountability, particularly when AI-driven behaviours are difficult to explain or predict.
Operational Responsibility must continue to sit with human decision-makers, duty holders and organisations. Effective assurance therefore extends beyond technical performance. It also considers governance structures, operational concepts, risk ownership and decision authority. Organisations that establish clear responsibility frameworks alongside technical assurance activities are better positioned to deploy capability confidently and demonstrate responsible stewardship to regulators, operators and stakeholders alike.
Assuring advantage in an uncertain future

Regulation will continue to evolve, but the need to make informed decisions about autonomy exists today. The question is therefore whether organisations are prepared to assure it sufficiently to realise its benefits responsibly.
In the absence of mature regulation, assurance becomes the foundation upon which autonomous capability can be deployed with confidence.
